Regional Transportation Improvement Program

The Regional Transportation Improvement Program (RTIP) is a five-year investment plan that identifies projects and programs the San Diego region proposes to fund. The primary purpose of the RTIP is to incrementally implement the latest Regional Plan, which guides our regional transportation investments for the next 20 years.  

Projects funded with federal, state, or TransNet money must be included in an approved RTIP. For SANDAG projects to be incorporated in the RTIP, projects must first be included in the SANDAG Program Budget approved by the SANDAG Board of Directors. 

2025 Regional Transportation Improvement Program

The Final 2025 RTIP covers five fiscal years (FY 2025 through FY 2029) and incrementally implements the SANDAG 2021 Regional Plan.

The SANDAG Board adopted the 2025 RTIP on September 27, 2024. The Federal Highway Administration and Federal Transit Administration are expected to approve the 2025 RTIP and its federal conformity determination in December 2024.

2023 Regional Transportation Improvement Program

The 2023 RTIP covers five fiscal years (FY 2023 through FY 2027) and incrementally implements the SANDAG 2021 Regional Plan. Through a public comment process, the RTIP is updated every two years and amended quarterly.

The SANDAG Board adopted the 2023 RTIP on September 23, 2022. The Federal Highway Administration and Federal Transit Administration approved the 2023 RTIP and its federal conformity determination in December 2022. The planned amendment schedule for the 2023 RTIP alternates between formal amendments which undergo a public comment process and administrative modifications which include minor changes.

Federal Formula Funds Distribution

SANDAG is the direct recipient of federal formula funds for Surface Transportation (RSTP), Congestion Mitigation and Air Quality (CMAQ), and federal transit funding. By Board practice, RSTP and CMAQ funds are prioritized for regional projects included in TransNet Extension Ordinance and Plan. Transit funding is allocated by an FTA approved split agreement between SANDAG and the transit agencies in the region.

Federal regulations require SANDAG to conduct an air quality conformity analysis of all regionally significant projects that increase the transportation system capacity. All regionally significant capacity increasing transportation projects regardless of funding sources must be included in the RTIP. View additional information on air quality planning and conformity.

SANDAG is designated by the Federal Highway Administration (FHWA) as the Transportation Management Area (TMA) for the San Diego region. This requires SANDAG to address congestion management by analyzing multimodal strategies prior to submitting general-purpose lane, capacity-increasing projects for inclusion in the RTIP. Local agencies are required to submit the analysis as part of the project submittal in ProjectTrak. SANDAG abides by 23 CFR 450.320 to ensure the region’s continued compliance with the federal congestion management program.
