Climate Action Planning Framework for Local Governments

Climate action plans (CAPs) identify ways to create a sustainable and healthy environment in our communities through policies like promoting walking, biking, taking transit, and switching to electric vehicles, all of which help to reduce greenhouse gas emissions. Most of the 19 local governments have a CAP guiding local planning efforts.

SANDAG created the Regional Climate Action Planning Framework (ReCAP) to guide CAP development and support consistent CAP implementation around the region and was recognized as a national model of regional agencies supporting local governments.

We also produce biannual ReCAP Snapshots for local governments that include greenhouse gas inventories and CAP activity data such as number of public electric vehicle chargers, gas and electricity usage, and how much trash is produced. Explore our climate monitoring data on the Open Data Portal.

Climate Action Plans Prepared with SANDAG Support

In 2016, SANDAG began offering climate action planning services to its member agencies through the Roadmap Program. In addition to ReCAP and the ReCAP Snapshots, the climate action planning services include customized technical assistance to develop, implement, and update CAPs with support from consultants and dedicated SANDAG staff at no cost.
