On Friday, June 25, the Transnet Independent Taxpayer Oversight Committee (ITOC) presented its Fiscal Year 2021 (FY 2021) Annual Report to the SANDAG Board of Directors, highlighting accomplishments and milestones that occurred during the fiscal year.

The FY 2021 ITOC Annual Report helps provide the public with an extra layer of accountability for the spending of taxpayer funds through TransNet—the region’s half-cent sales tax for transportation improvements. The FY 2021 report discusses the Triennial Performance Audit, a progress update on implementation of recommendations from the previous TransNet Triennial Performance Audit, highlights from the annual fiscal and compliance audit, and updates on priority projects through FY 2021.

The most recent Transnet Triennial Performance Audit, conducted in FY 2021, included eight recommendations to improve the efficiency, effectiveness, and accountability of the TransNet Program to the region’s taxpayers. The audit reviewed implementation of TransNet Extension Ordinance-funded projects and programs between July 1, 2017, and June 30, 2020. The report includes the following key results:

SANDAG made significant progress completing many projects as intended by the Transnet Extension Ordinance, but funding for the delivery of remaining projects is uncertain
Following implementation of Assembly Bill 805, which introduced a weighted vote based on population on the SANDAG Board of Directors, none of the weighted vote outcomes significantly impacted the delivery of Transnet Extension Ordinance programs and projects
Bicyclist and pedestrian safety in the San Diego region has improved since 2015, and while emergency evacuation capacity planning is outside of SANDAG’s purview, cross-agency collaboration would strengthen safety focus
ITOC meets every month to discuss ongoing Transnet priorities and projects and to provide feedback to the SANDAG Board of Directors. The committee is comprised of seven members who have been selected to serve in a variety of specified areas of professional expertise. The committee helps ensure that all voter mandates are carried out as required and develops recommendations for improvements to the financial integrity and performance of the program.
