Comprehensive Land Use and Regional Growth Projects

Grants

As the regional planning agency, SANDAG allocates millions of dollars each year in local, state, and federal funds through several competitive grant programs. Grants awarded range from infrastructure projects to habitat management and monitoring efforts to specialized transportation services for senior and disabled populations. While each individual grant program maintains a particular focus, all work together to enhance our region’s quality of life.

Access for All Grant Program (AFA)

The Access for All Grant Program funds projects and programs that expand on-demand Wheelchair Accessible Vehicle services for individuals with disabilities in San Diego County.  The purpose of the program is to provide incentives to create and expand on-demand transportation services for people with disabilities. The program is being funded by a ten-cent Access Fee collected from each TNC trip in the county, where those fees are then collected and redistributed for use.

Housing Acceleration Grant Program (HAP)

The Housing Acceleration Program (HAP) Grant is intended to develop and adopt policies and process improvements that accelerate housing production, facilitate implementation of the 6th RHNA Cycle, implement the Regional Plan Sustainable Communities Strategy (SCS), and build local jurisdictions’ capacity to compete for funding statewide through the HCD Prohousing Designation Program.

The first cycle of the Housing Acceleration Grant Program was approved on November 19, 2021 by the SANDAG Board of Directors. Applications and questions must be submitted via BidNet Direct. Questions are due no later than January 7, 2022 by 5 p.m. and applications are due by January 21, 2022, by 5 p.m. A virtual pre-proposal workshop was held on December 7, 2021 to answer questions about the call for projects.

Smart Growth Incentive Program and Active Transportation Grant Program

The TransNet Smart Growth and TransNet Active Transportation Grant Programs fund local capital and planning projects that increase opportunities for biking, walking, and transit usage throughout the region. The TransNet Smart Growth Incentive Program supports transportation investments that create more compact, walkable, bikeable, and transit-oriented communities. The TransNet Active Transportation Grant Program provides funding for projects that improve safety and prioritize access for people biking and walking.

TransNet Environmental Mitigation Grant Programs

The TransNet Environmental Mitigation Grant Programs fund land management and land acquisition projects that help to maintain and enhance the integrity and size of regional habitat preserves.

Specialized Transportation Grant Programs

The SANDAG Specialized Transportation Grant Program funds projects and programs that expand mobility options for seniors and individuals with disabilities with two unique funding sources. Federal Transit Administration Section 5310 grant program provides federal funding for transportation projects that enhance the mobility of seniors and individuals with disabilities. The Senior Mini-Grant Program authorized under the TransNet Extension Ordinance funds innovative transportation services for seniors.

Stay Informed of Upcoming Funding Cycles and Call for Projects

SANDAG is now publishing all grant solicitations on BidNet Direct. Please register as a Vendor on BidNet Direct to receive real-time notifications and participate in upcoming grant solicitations. In order to register, submit, and receive notifications for grant opportunities, you must be registered through BidNet Direct. There is NO fee to register or receive notifications from SANDAG about current and upcoming grant opportunities. Once registered, you will be prompted to complete additional information, including registering your entity’s North American Industry Classification System (NAICS) Codes. The individual grant program codes are listed below:

For Smart Growth Incentive Program and Active Transportation Grant Program
