47th Street Trolley Station Area Health Benefits and Impacts Assessment Project


Healthy Works

Communities Putting Prevention to Work (CPPW) was a program of the County of San Diego Health and Human Services Agency (HHSA) funded by the federal Centers for Disease Control and Prevention through the American Recovery and Reinvestment Act 2009.

The overarching goal of the San Diego project, called Healthy Works, is to expand the use of evidence-based strategies and programs to address obesity rates, physical inactivity and poor nutrition in the San Diego Region.

The goals of this program were achieved through partnerships between SANDAG, HHSA, and other community partners.  

HHSA contracted with SANDAG to implement six projects that relate to transportation and land use planning and policy in the San Diego region. One of the initiatives involves conducting a Health Impact and Benefit Assessment (HIA) intended to support the integration of health considerations into project development and implementation.

Project Overview

HIA is a process that brings together evidence to help decision-makers understand how proposed projects, plans, or policies could impact health – where health is defined broadly as a state of physical, mental and social well-being and not merely the absence of disease or infirmity.  HIA also offers recommendations to enhance the positive health benefits of proposed decisions, and to eliminate, reduce, or mitigate any negative impacts of the proposed project. SANDAG selected the I-805 BRT/ 47th Street Trolley Station Area Plan to be analyzed as San Diego’s first HIA. 

As proposed in the recently adopted 2050 Regional Transportation Plan (RTP), SANDAG is planning to introduce new regional bus service to the I-805 corridor that will serve the 47th Street Trolley Station via bus access from I-805. The new bus service would provide local residents with greater access to regional centers where people work and shop, such as Kearny Mesa, Sorrento Mesa and University City, and improve system-wide connectivity with a link to the Orange Line Trolley.

The current 47th Street Trolley Station is located in a diverse neighborhood of San Diego where approximately 70% of residents are minority and one-quarter live below the poverty line. The median age is less than 30 years, and more than one-quarter of the population is under the age of 15. The station is close to residential areas and schools.

A high proportion of households in the Census tracts surrounding the 47th Street station are without access to a motor vehicle, compared to the city and county overall; however, the area is predominantly auto-oriented, bounded by two freeways and bisected by major arterials where daily traffic ranges from 10,000 to 25,000 vehicles. The area has frequent transit service and multiple bus lines; however, a disconnected local street pattern, and narrow sidewalks on arterial streets restricts access. The 47th Street Trolley station area, however, is not currently served by local bus. Safety issues such as crime rates and pedestrian-car conflicts are also major concerns for area residents.

The addition of regional bus service at the 47th Street Trolley station area has the potential to improve community physical, mental and social health and wellbeing in a variety of ways, such as increasing physical activity, reducing pedestrian crashes, and providing greater access to health care facilities, jobs, schools and healthy foods.
Conducting an HIA as a first step to the 47th Street Trolley Station project could help maximize the health benefits of the proposed project, minimize its adverse health effects, engage community stakeholders and provide an opportunity to consider health in the project development process.

Public Participation

Community meetings were held to engage area residents and  stakeholders in the planning process, and to provide feedback to SANDAG staff regarding the HIA project.
