Comprehensive Transportation Projects

Consolidated Transportation Service Agency

The Consolidated Transportation Service Agency (CTSA) works to expand the availability and use of specialized transportation services. The CTSA serves as an information resource for specialized transportation providers and provides technical assistance and public outreach to increase awareness of specialized transportation options.

In 2006, SANDAG designated Facilitating Access to Coordinated Transportation, Inc. (FACT) as the CTSA for San Diego County. As a component of their responsibilities as the CTSA, FACT maintains a comprehensive database of transportation services provided by public transportation agencies, social service agencies, faith-based organizations, and specialized transportation services in San Diego County.

FACT operates a mobility management center which includes telephone and website based referrals that assist individuals seeking transportation. Additionally, FACT manages a brokerage of transportation providers that fill gaps in existing transportation services. Through ride referrals and trips provided through the brokerage, FACT facilitates coordination among providers and consolidates services into a one-stop mobility center for seniors, individuals with disabilities, low-income individuals, and other low-mobility groups.

As CTSA, FACT facilitates the Council on Access & Mobility (CAM). CAM consists of representatives from service providers, disabled and/or elderly populations, and other stakeholders working together to achieve seamless, coordinated transportation services.
