Regional Climate Planner

Salary Range:

Annual Salary Ranges:
•Regional Planner I: $53,833 to $83,442
•Regional Planner II: $59,351 to $91,995
•Associate Regional Planner: $65,435 to $101,424

*Two Regional Planner positions are available, depending on the experience of the candidate, these positions will be filled at the I/II/Associate level.

The positions will support multiple climate and clean transportation projects that accelerate the transition to zero emissions and support a more resilient region. These roles will engage in collaborative relationships with other project teams at SANDAG, as well as with local agencies and stakeholders for the development and implementation of climate adaptation and mitigation plans and projects.

Overview of the Regional Climate Program
The SANDAG Climate program supports the implementation of the 2021 Regional Plan and implements policies and programs related to climate action and climate resiliency planning, clean transportation planning, zero emission vehicle and infrastructure incentive projects, and regional coordination efforts to ensure a resilient San Diego region. The Climate team works in close collaboration with member agencies and other stakeholders to support and coordinate climate change mitigation and adaptation activities. Immediate projects include development of a regional adaptation framework, continuation of a military installation resilience plan, coordination of a regional climate action data portal, preparation of a regional EV blueprint plan for goods movement and transit, and development of a regional zero-emission vehicle incentive program.

Job Responsibilities

  • Provide technical and programmatic support focusing on climate and clean transportation projects.
  • Collaborate and support teams internally on agency priorities that implement the 2021 Regional Plan to meet regional climate program commitments; coordinate with member agencies, contractors, utilities, community organizations, working groups, and other stakeholders on climate program initiatives.
  • Analyze data to identify trends and potential impacts related to climate action and climate resiliency planning, clean transportation planning, zero emission vehicle and infrastructure incentive projects; prepare written reports and recommendations, create presentations for audiences at various levels of understanding.
  • Provide support for the climate team’s contract management responsibilities; assist with preparing scopes of work, monitoring deliverables, project budgets, and other support activities related to contracts and procurement.
  • Research and review grant opportunities; understand requirements and responsibilities associated with potential grants, support grant-writing, development of scopes of work and schedules, and prepare project status reports.
  • Participate in and support various meetings with committees, working groups, outside agencies and organizations, and community groups to meet regional climate program commitments.
  • Assist with the development and implementation of new or revised regional planning programs, policies, and procedures related to climate and clean transportation.

Experience and Qualifications

  • A bachelor’s degree with major course work in
    regional/urban planning, climate change and/or energy policy/planning, environmental sustainability, environmental economics, public/ business administration, or a related field.
  • One to three years of increasingly responsible, professional regional planning experience.
  • Knowledge of or ability to learn the principles and practices of regional planning, particularly in the areas of climate resilience, adaptation, and mitigation planning, clean transportation planning, and related fields.
  • Knowledge of federal and state laws, regulations, and requirements pertaining to energy, clean transportation, and climate change; ability to interpret legislative and regulatory mandates impacting regional climate planning initiatives; familiarity with current trends.
  • Experience conducting technical research and planning studies; experience supporting the preparation of project reports, researching and recommending alternatives.
  • Experience supporting and participating in stakeholder meetings, including agenda preparation, reports, and meeting summaries.
  • Ability to support contract and project management efforts including preparing and tracking budgets and schedules, scopes of work, and contract adjustments.
  • Ability to maintain working relationships with those contacted in the course of work including representatives from local, state, and federal agencies, other government officials, community and business leaders, and the public.
  • Ability to support public outreach efforts to inform, educate, and involve the public in the regional planning process.
  • Ability to communicate effectively, both orally and in writing; ability to prepare presentations and recommendations regarding various program elements.
  • Organizational skills and the ability to support several concurrent projects at various stages of completion.
