Network Engineer

Salary Range:
$72,142 to $111,820/year

The Associate Network Engineer will be responsible for the management and security of information technology assets, networking infrastructure, and network monitoring systems that make up the complex Automated Regional Justice Information System (ARJIS) Enterprise System. This position will play an integral role in ensuring the confidentiality, integrity, and availability of public safety information shared among local, state, and federal law enforcement agencies. This opportunity is ideal for a technology professional with a strong interest in furthering their expertise in support of regional public safety initiatives.


Overview of the ARJIS Division

The ARJIS Division develops and maintains a complex, multi-agency information network that allows real-time law enforcement applications and data to be shared among 82 local, state, and federal criminal justice agencies. Averaging 50,000 transactions daily, ARJIS is used by more than 4,400 officers and investigators for tactical analysis, statistical information, crime analysis, and investigative purposes. Providing real-time shared access to information increases collaboration among law enforcement jurisdictions, improves the overall effectiveness of the regional criminal justice system, and helps to address and anticipate public safety issues to improve the quality of life for residents of the San Diego region.


Job Responsibilities

  • Actively protect ARJIS information technology assets and infrastructure from external or internal threats and ensure compliance with statutory and regulatory requirements regarding information access, security, and privacy.
  • Configure, deploy, and maintain enterprise security and networking infrastructure including routers, switches, firewalls, Virtual Private Networks (VPNs).
  • Using remote monitoring and management tools, coordinate aspects of IT for a group of clients including onsite support and remote support; respond to work orders and tickets from clients, analyze and solve reported network problems.
  • Ensure optimal network performance for local area network (LAN) and wide area network (WAN) systems.
  • Analyze, maintain, and monitor network security, performance monitoring, and system management applications.
  • Work with Senior Network Engineer to plan, design, research, and acquire new or upgraded network security systems; maintain current knowledge of network technology and recommend modifications as needed.
  • Create, update, and maintain system documentation and network diagrams; maintain various logs and databases including maintenance activities, warranty information, and support procedures for network applications and devices.
  • Assist in the design and management of contingency, business recovery, and disaster recovery plans; periodically review, test, and maintain these plans.
  • Resolve network issues; diagnose and correct the root causes of failures in communications, network, and wireless network equipment; coordinate with vendor services for issue resolution.
  • Provide on-call, after hours support, respond to system and network issues to ensure 24/7 support to ARJIS member agencies.
  • Assist with establishing a networking environment by installing, configuring, testing, and documenting the equipment/network systems according to the design and specifications.
  • Assist with firewall configuration to ensure appropriate access and security posture.


Experience and Qualifications

  • A bachelor’s degree with major course work in computer science, information technology, or a related field Training and/or certification, such as the CCNA (Cisco Certified Network Associate) or CCNP (Cisco Certified Network Professional). Equivalencies considered.
  • At least three years of progressive career development, implementing and supporting secure networks; experience with network maintenance, configuration, and troubleshooting.
  • Experience with the following technologies: TCP/IP, VLAN, SNMP, firewall configuration, NAT, IPSEC, DNS, DHCP, ACL, layer 2 technology, IP routing.
  • Familiarity with Cloud-based networking concepts and technologies.
  • Experience creating and maintaining system documentation, network diagrams, logs, databases, and operation and maintenance manuals for servers and network equipment; experience developing and documenting procedures.
  • Demonstrated experience monitoring network security and performance, recommending modifications or enhancements, and deploying effective solutions to increase reliability.
  • Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including agency employees and clients from member agencies.
  • Excellent organizational skills and the ability to work on several projects concurrently; ability to establish and maintain priorities and work independently.
  • Demonstrated ability to adopt a customer service philosophy that is reflected in all interactions and decision making.
  • The final candidate selected for this position must successfully pass a pre-employment criminal background check in compliance with the FBI and the California Department of Justice (CalDOJ) requirements regarding the use of the California Law Enforcement Telecommunication System (CLETS). Periodic re-checking of criminal background history will be a condition of employment.
  • Ability to lift 40 pounds and pass a physical dexterity test.
