Public Hearing - NCC Public Works Plan Amendment

On January 26, 2016, from 6-8 p.m., Caltrans and SANDAG will hold a public hearing at the Encinitas Community Center on the first proposed amendment to the NCC Public Works Plan/Transportation and Resource Enhancement Program (PWP/TREP). The meeting will offer an opportunity for the public to review and comment on the draft amendment.

The draft changes and updates to the PWP/TREP include a new pedestrian undercrossing in the Los Angeles–San Diego–San Luis Obispo (LOSSAN) coastal rail corridor near the San Elijo Lagoon. Other draft changes include corridor-wide language classifications and updates that are not project specific. The draft amendment does not identify nor select the alignment of the Coastal Rail Trail in Encinitas, but does allow for additional flexibility in planning current and future Coastal Rail Trail and rail parking improvement projects from San Diego to Oceanside. The Coastal Rail Trail is a planned continuous bikeway that runs approximately 44 miles between Oceanside and Santa Fe Depot in Downtown San Diego and is being constructed in segments by SANDAG and the various cities it traverses.

Additional draft changes include rock slope protection, monitoring, and mitigation requirements that may be necessary at bridge abutments due to Federal Highway Standards; clarification of standards regarding lagoon protection during construction equipment fueling; and addition of NCC PWP/TREP Appendix B-1 (Lighting Standards) to reflect proposed lighting throughout the corridor.

Prior to finalizing these changes, members of the public are invited to attend the public hearing, where project team members will be present to gather feedback and answer questions.
