Regional Housing Needs Assessment 6th Housing Element Cycle 2021-2029

RHNA Appeals

On January 6, 2020, the period for submitting appeals per Government Code Section 65584.05 closed. SANDAG received the following appeals:

On February 28, 2020, the Board of Directors ratified the RHNA Appeals Hearing Procedures. The public hearing to consider the appeals to the draft RHNA Allocation has been scheduled for June 26, 2020. At the appeals hearing, the Board of Directors will consider four appeals filed for the revision of the share of the regional housing need proposed to be allocated through the 6th Housing Element Cycle, and any comments received by local jurisdictions or the California Department of Housing and Community Development on the appeals, pursuant to Government Code 65584.05.

SANDAG has prepared draft determinations for the Board of Directors to consider at the future public hearing. These draft determinations include findings related to the appeals for a revision to the draft RHNA allocation from the cities of Coronado, Imperial Beach, Lemon Grove, and Solana Beach, which can be found in their appeal letters and comments on the appeals.

The deadline for jurisdictions to update their housing elements will be unaffected by the continuation of the public hearing date, and as such jurisdictions are encouraged to initiate or continue outreach and other preliminary steps in the housing element update process. About RHNA

The Regional Housing Needs Assessment (RHNA), mandated by state law, quantifies the need for housing and informs land use planning in addressing identified existing and future housing needs resulting from population, employment, and household growth.

As the council of governments, SANDAG is responsible for overseeing the RHNA process for the San Diego region.

SANDAG is currently overseeing the 6th cycle RHNA, which covers the planning period from 2021-2029.

The RHNA process has four main phases, discussed below. 

  1. RHNA Determination – The California Department of Housing and Community Development (HCD) in consultation with SANDAG calculates a regionwide housing need determination. This phase ended with the Final RHNA Determination in July 2018. Links are provided below to the public meetings in which the RHNA Determination was discussed.

  1. Methodology Phase of RHNA Plan – SANDAG and its member agencies prepare a draft methodology for allocating a share of the RHNA Determination to each jurisdiction.

The draft RHNA methodology was developed with input from staff at the cities, county, and SANDAG, as well as elected officials at the public meetings of the RHNA Subcommittee, Regional Planning Technical Working Group (TWG), Regional Planning Committee (RPC), and the Board. Links to the public meetings during which the draft methodology has been discussed are provided below.

On July 26, 2019, the Board released for public comment the draft RHNA methodology. SANDAG provided a 42-day public comment period and held a public hearing on September 6, 2019. During the public comment period, SANDAG compiled supplemental information requested from Board members, prepared a list of Frequently Asked Questions (FAQs), and developed a response to comments. On September 6, 2019, the Board approved the draft methodology and directed staff to submit the draft methodology to the California Department of Housing and Community Development (HCD) for review. Based on their review, HCD found that the draft methodology furthers the five statutory objectives.

  1. Allocation Phase of RHNA Plan – After the review period by the Department of Housing and Community Development, SANDAG will adopt the final methodology. Using the adopted methodology, SANDAG will allocate a share of the RHNA Determination to each jurisdiction in four income categories.
  2. Housing Element Update – Each jurisdiction must update the housing element in its general plan to accommodate the RHNA Plan housing allocation.

Jurisdictions have until April 2021 to update their general plan housing element.
