Project Overview
The State Route 76 (SR 76) East Segment project was the final element in a series of three improvement projects along the SR 76 corridor between Interstate 5 (I-5) and Interstate 15 (I-15). The east segment stretches 5.2 miles from South Mission Road to I-15 and serves local, intraregional, and interregional traffic. In partnership with Caltrans, we widened and realigned SR 76 into a four-lane highway to meet present travel needs and accommodate future growth. The project also modified and upgraded the SR 76/I-15 interchange.
Improvements to the east segment included:
- Widening of the roadway from South Mission Road to Old Highway 395 to create a four-lane highway
- Expansion of the Park & Ride at SR 76 and Old Highway 395
- Upgraded and widened interchange at SR 76/I-15 including improvements to existing on- and off-ramps and the addition of two loop on-ramps to I-15 to improve traffic operations and efficiency
- A new median barrier to separate oncoming traffic
- Realignment of curves to improve sightlines and stopping distances
- New standard width shoulders in each direction to accommodate bicycles, pedestrians, and emergency parking
- New animal undercrossings and directional fencing to facilitate wildlife movement
- New drainage systems and biofiltration swales/strips to mitigate stormwater run-off and improve water quality
- Creation, restoration, and revegetation of habitat areas
- Support of San Luis Rey River Park plans
Schedule
The first phase of the project improved the SR 76/I-15 interchange. It opened to traffic in August 2013. We started major construction of the second phase (highway widening and realignment)in November 2014 and completed it in May 2017.

Budget
The $202 million project was funded with a mix of funds including TransNet, federal funds, developer fees, the County of San Diego Transportation Impact Fee, and Native American tribes' contributions.
