South Bay to Southeastern Complete Streets

Project Overview

The primary objective of the South Bay to Southeastern Complete Streets project is to connect residents and visitors in Chula Vista, National City, the City of San Diego, and the County of San Diego to the Bayshore Bikeway (South Bay), Imperial Bikeway (Southeastern), and key destinations in between, including existing and future transit connections.

Improvements will reduce vehicle speeds, create safer crossings for people walking and biking, and provide space for people riding bikes. Specific proposed improvement features are being developed now, and the public will have an opportunity to provide feedback.

This effort advances implementation of projects in the Regional Plan, Comprehensive Multimodal Corridor Plans, Local Active Transportation Plans, and the Bikeways Early Action Program with 30% design plans developed for an 8-mile segment of the Regional Active Transportation Network.

Schedule

As of 2026, we are advancing short term, quick-build solutions and longer-term, full build concepts. These proposals will be shared with the public for feedback in fall 2026. We expect to complete 10% near-term and 30% longer-term plans in spring 2027. Once completed, the project will advance into environmental clearance and then design. 

Budget

We received a $4.6-million award of funding from the California Active Transportation Program’s (ATP) Cycle 6 regional competition for this project.
