Regional Medium-Duty & Heavy-Duty ZEV Blueprint

Transitioning to Zero-Emission Vehicle Technology

In 2021, the California Energy Commission awarded a grant to SANDAG and the Port of San Diego to develop a regional blueprint for medium-duty and heavy-duty (MD/HD) zero-emission vehicles (ZEV), such as electric trucks and buses. The project kicked off in January 2022 and was completed in February 2024.

The project produced a needs assessment report, MD/HD ZEV siting criteria, MD/HD ZEV implementation strategies, and a final comprehensive Medium-Duty and Heavy-Duty Zero Emission Vehicle Blueprint. This document helps guide the region through the transition away from gas-powered goods movement and transit vehicles as fleets transition to zero-emission technology.

SANDAG also partnered with the Environmental Health Coalition to engage community members in areas overburdened by pollution from MD/HD vehicles and raise support for environmental justice goals related to MD/HD ZEVs.
