Housing Acceleration Program

Project Overview

SANDAG established the Housing Acceleration Program (HAP) to help local jurisdictions implement their housing elements and facilitate compliance with RHNA.

Schedule

REAP 1.0

SANDAG launched HAP with $6.8 million in Regional Early Action Planning (REAP 1.0) grant funding to help local jurisdictions implement their housing elements and facilitate compliance of 6th cycle RHNA. For information about what SANDAG REAP 1.0 accomplished, read the REAP 1.0 initiatives. All related documents and resources are available upon request to housing@sandag.org.

REAP 2.0

REAP 2.0 was established as part of the 2021 California Comeback Plan under Assembly Bill 140. The program built on the success of REAP 1.0 and expanded the focus by addressing both the state’s housing and climate goals. REAP 2.0 also allowed for broader planning and implementation investments. SANDAG received $40.5 million in REAP 2.0 funding and is investing in activities that fulfill all three of the program objectives which are:

  • Accelerating infill development that facilitates housing supply, choice, and affordability
  • Affirmatively Furthering Fair Housing (AFFH)
  • Reducing vehicles miles traveled (VMT)

Following regional outreach in 2022, SANDAG submitted its REAP 2.0 application and received state approval for its proposed programs in July 2023.

  • Local Jurisdiction Support: Planning and capital grants, technical assistance, and data resources accelerate housing and support our member agencies.
  • Affordable Housing Programs: Partnerships with the San Diego Foundation and the San Diego Housing Commission provide grants and low interest loans to support affordable housing development.
  • Transit Agency Partnership: Partnerships with the San Diego Metropolitan Transit System (MTS) and North County Transit District (NCTD) support activities that advance TOD on publicly owned lands.
  • Tribal Partnership: Partnership with the Southern California Tribal Chairmen’s Association (SCTCA) develops a Tribal Housing Grant Program (THGP).

REAP 2.0 Higher Impact Transformative (HIT) Program

In July 2023, the San Diego region also won a $10 million grant from the REAP 2.0 HIT allocation. This collaborative effort between SANDAG, the City of San Diego, Casa Familiar, and National Community Renaissance (National CORE) will support new infrastructure along the Blue Line Trolley in the South Bay and provide access to opportunities throughout the county. Transforming & Advancing South County Transit Communities (TASC) will provide transit-oriented affordable housing development at the Palm Avenue Transit Station, convert an alleyway into a safer corridor for pedestrians and bikes, and establish rent-to-own opportunities for residents in San Ysidro.

Funding for REAP 2.0 expires on December 31, 2026.

Budget

This project was funded through the Regional Early Action Planning (REAP) grants of 2019 and 2021, known as REAP 1.0 and REAP 2.0. SANDAG received $6.8 million through REAP 1.0 and $40.5 million in formula funding through the REAP 2.0 MPO allocation.
