Overview
While SANDAG does not have land use authority, its federal, state, and local designations provide the agency with specific (yet limited) responsibilities regarding regional housing. SANDAG is responsible for:
- Developing a compliant Sustainable Communities Strategy (SCS) which includes a land use pattern that is integrated with the transportation network and accommodates our Regional Housing Needs Allocation (RHNA)
- Distributing Smart Growth Incentive Program funding to local jurisdictions that encourage projects in SCS-identified smart growth areas
- Producing a RHNA methodology
State legislation has also expanded SANDAG’s role and responsibilities related to housing:
- Assembly Bill 101 (2019) established a funding program called the Regional Early Action Planning (REAP) Grants. This funding allowed SANDAG to develop a Housing Acceleration Program (HAP) and provide support to local jurisdictions and partner agencies to advance housing initiatives that contribute to the state’s housing and climate goals.
- Senate Bill 79 (Wiener, 2025) tasked SANDAG with developing a map that identifies transit-oriented development (TOD) stops and zones within the San Diego region.
Sustainable Communities Strategy
As required by California Senate Bill 375 (Steinberg, 2008) (SB 375), we include a Sustainable Communities Strategy (SCS) in our Regional Plan. It uses up-to-date forecast data to inform a long-range plan that aligns transportation, housing, and land use decisions with climate and community goals to promote sustainable growth and reduce greenhouse gas (GHG) emissions for cars and light trucks.
The SCS is part of a broader state effort to promote sustainable development, enhance the natural environment, and improve quality of life. It analyses environmental justice considerations and compliance with Title VI and federal civil rights laws. It also establishes a process and specific activities for public participation during development of the plan.
Find the full SCS in Chapter 2 of the 2025 Regional Plan. Components of the SCS are also integrated throughout the plan.
