2021 Regional Plan

In December 2021, the Board of Directors adopted the 2021 Regional Plan and certified its accompanying Environmental Impact Report (EIR). Due to significant community advocacy, SANDAG developed an amended plan to remove a regional road user charge as one of the possible future funding sources for the transportation network. In fall 2023, the Board adopted the final Amended 2021 Regional Plan and certified the Supplemental Environmental Impact Report (SEIR).

This plan was the result of years of planning, data analysis, and community engagement to reimagine the San Diego region with a transformative transportation system, a sustainable pattern of growth and development, and innovative demand and management strategies. The amended plan and SEIR provided information to decision makers, members of the public, and public agencies.

The plan complies with state and federal mandates, including Senate Bill 375 (Steinberg, 2008), that mandates a Sustainable Communities Strategy that achieves greenhouse gas emission reduction targets set by the California Air Resources Board (CARB). It also complies with federal civil rights requirements (Title VI), air quality conformity, and a public participation process.

2021 Regional Plan Glossary

As required by the California Environmental Quality Act (CEQA), the EIR analyzed the environmental impacts of the 2021 Regional Plan on resources like air quality, water, land use, biological resources, greenhouse gas emissions, and more. It also analyzed cumulative impacts, identified environmental mitigation measures, and examined the environmental impacts of not implementing the 2021 Regional Plan (No Project Alternative).

The amendment was available for public review and comment from June 13, 2023, through August 8, 2023. A public hearing was held on June 23, followed by three virtual workshops.

November 14, 2016: The Notice of Preparation was issued for public comment. The comment period continued through January 13, 2017

December 8, 2016: SANDAG held a public scoping meeting.

February 22, 2019: The Board requested an extension for completing the Regional Plan in order to address state climate targets.

October 8, 2019: The extension request was approved by the California Legislature (Assembly Bill 1730) and signed into law, extending the date for completion to December 31, 2021.

May 28 to August 6, 2021: The Draft 2021 Regional Plan was circulated for public review and comment.

August 27 to October 11, 2021: The Draft 2021 Regional Plan EIR was circulated for public review and comment.

December 10, 2021: The Board adopted the final 2021 Regional Plan and certified its accompanying EIR along with the CEQA Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program for the EIR.

September 2022: Due to significant community advocacy, SANDAG began developing an amended 2021 Regional Plan to remove a regional road user charge as one of the possible future funding sources for the transportation network. This proposed change to the plan required a Supplemental EIR (SEIR), which analyzed the amendment’s potential impact on our region’s environment.

June 13 to August 8, 2023: The Draft Amended 2021 Regional Plan and Draft SEIR was circulated for public review and comment.

Fall 2023: The Board adopted the final Amended 2021 Regional Plan and certified the SEIR along with the CEQA Findings of Fact, Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program for the SEIR.

February 2025: CARB accepted the Amended 2021 Regional Plan, verifying that the Sustainable Communities Strategy will achieve mandated 2035 GHG reduction targets.

The Regional Plan is funded by a mix of federal, state, and local dollars. This funding is used to develop the plan and its Environmental Impact Report in collaboration with the Board and Policy Advisory Committees, public agency partners, tribal nations, other local stakeholders, and the general public.

2015 Regional Plan

The 2015 Regional Plan prioritizes 35 years of regional transportation projects to create a framework for much of the region’s transportation infrastructure. It serves as a blueprint for how SANDAG invests in transportation infrastructure that will provide more choices, strengthen the economy, promote a healthy environment, and support thriving communities.

The 2015 Regional Plan was published under the title, San Diego Forward: The Regional Plan.
