Project Overview
The Regional Housing Needs Allocation (RHNA) is a state mandated process to determine existing and projected housing needs for every jurisdiction within the State of California. The California Department of Housing and Community Development (HCD) provides each COG, including SANDAG, a regional RHNA determination, and each COG is responsible for developing a methodology to distribute this regional housing need to individual jurisdictions.
For the 6th Cycle, HCD identified a need for over 171,000 new housing units between 2021 and 2029. With input from its member agencies, SANDAG prepared a draft plan identifying each jurisdiction’s responsibility for addressing housing needs.
The RHNA Plan allocated housing units to the 19 jurisdictions in the region through its methodology on the availability of transit and jobs and applies an equity adjustment to promote equity and fair housing, as well as to meaningfully address patterns of segregation.
Schedule
On July 10, 2020, SANDAG adopted the final 6th Cycle RHNA plan and allocated a share of housing needs to each jurisdiction in four income categories. Jurisdictions subsequently updated the Housing Elements of their General Plans to accommodate their RHNA determinations.
The 7th cycle RHNA will cover the 2031 to 2039 planning period. Based on current HCD estimates, SANDAG's projection period will begin December 31, 2028, and housing elements for jurisdictions in the region will be due approximately June 15, 2031.
Budget
RHNA is funded with SANDAG flexible funds.
