SANDAG and Caltrans invite the public to attend a virtual open house to learn about construction plans for the last segment of the Build NCC project along I-5, which will add one Carpool/High Occupancy Vehicle (HOV) Lane in each direction.

During the virtual event, SANDAG and Caltrans representatives will discuss upcoming construction projects, schedules, and the benefits of the project, which include one additional Carpool/HOV Lane in each direction, construction of a new sound wall in Carlsbad and additional community enhancements. Attendees will learn about the progress of Build NCC and how upcoming construction along I-5, between Palomar Airport Road and State Route 78 (SR 78), may impact their daily travel patterns. Construction is anticipated to begin in September 2021 and be complete in 2023.
Throughout construction, residents, businesses, and the traveling public can expect intermittent traffic delays, noise, dust, and heavy equipment near project areas as crews work to improve transportation choices along the corridor. Temporary orange lane striping will be implemented in October 2021 to alert drivers to the construction zone and its safety measures. Orange lane striping in work zones is the same color as traffic cones, drums, and signs, which makes it easier for drivers to recognize the work zone and exercise caution. State law mandates a reduced speed limit when traveling through construction zones that display a 55 mph speed limit. Build NCC crews work in close proximity to fast-moving traffic and can only operate safely when reduced speed limits are followed.
Build NCC is the first phase of construction of the North Coast Corridor Program, a 40-year long program anticipated to be complete in 2050. This project includes rail double tracking, extended Carpool/ HOV lanes, new bike and pedestrian trails, and the restoration of the San Elijo Lagoon.
Senate Bill 1 (SB 1) provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress more quickly through construction phases based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
A total of $322 million in TransNet funding, the voter-approved half-cent sales tax administered by SANDAG, is allocated to the Build NCC package of highway, rail, environmental, and coastal access improvement projects. SANDAG leverages these funds with state and federal resources to improve the region’s transportation infrastructure.
About Build NCC
Build NCC is a collaborative effort between SANDAG, Caltrans, and United States Department of Transportation. The first phase of construction is in the cities of Solana Beach, Encinitas, and Carlsbad as part of the North Coast Corridor Program. This phase includes extending the existing Carpool/HOV lane on Interstate 5 in each direction from Lomas Santa Fe Drive to State Route 78, double tracking the rail line, replacing the highway bridge at the San Elijo Lagoon, restoring the San Elijo Lagoon, and constructing nearly 7 miles of new bike and pedestrian trails. Construction on Build NCC began in early 2017 and will be complete by 2023.
