Climate action plans (CAPs) identify strategies to help create sustainable and healthy communities. These plans include policies, programs, and projects that reduce greenhouse gas (GHG) emissions by promoting walking and biking, renewable energy, energy efficiency, and electric vehicles (EVs). CAPs serve as key tools to guide local climate action and track progress over time.
CAP Services
SANDAG has a long history of providing technical assistance to local governments to support climate action across the region. Early efforts included the Energy Roadmap program, which started in 2010 and provided local governments with no-cost assessments to help them reduce energy use in their communities and in municipal operations. In 2016, SANDAG expanded its support through the Regional Climate Action Planning Framework (ReCAP) program, which helped guide local governments in developing CAPs and supported more consistent implementation across the region. This program was recognized as a national model for how regional agencies can support local climate planning. It included no-cost support to cities to help them develop and update CAPs. Together, these efforts helped establish a strong foundation for local climate action planning, supporting many jurisdictions in developing their first CAPs. Today, most of the San Diego region’s 19 local governments have a CAP. SANDAG is currently working with local jurisdictions to understand their evolving needs and support implementation of local CAPs in the next phase of technical assistance.
