Riding to 2050, the San Diego Regional Bicycle Plan

The San Diego Regional Bicycle Plan was adopted to provide a regional strategy for making the bicycle a useful form of transportation for everyday travel. It was developed to support implementation of the both the Regional Comprehensive Plan (RCP) and Regional Transportation Plan (RTP). The RCP calls for more transportation options and a balanced regional transportation system that supports smart growth and a more sustainable region. The RTP calls for a multimodal regional transportation system that includes a regional bicycle network. The Plan provides that network, as well as the programs that are necessary to support it.

As an integral part of the 2050 RTP, the Plan is part of the Sustainable Communities Strategy mandated by Senate Bill 375. Implementation of the Plan will help the region meet its goals in reducing greenhouse gas emissions and improve mobility. It also provides benefits to public health by encouraging more people to adopt a physically active mode of transportation for at least some of their trips. The Plan provides detailed information on the structure of the Regional Bicycle Network, the supporting policies and programs, and the benefits of implementing the Plan.

Chapter 1 Introduction

Chapter 2 describes the goals, objectives, and policy actions that provide a vision for future bicycling in the region and serve as the foundation for the Plan recommendations.

Chapter 3 presents a vision of a regional bicycle system, including facility classifications and alternative alignments.

Chapter 4 summarizes bicycle-related program types and identifies regional program priorities.

Chapter 5 provides estimates of the benefits of the proposed regional bicycle network in terms of reduction in GHG.

Chapter 6 addresses an implementation strategy and potential financing options.

Chapter 7 presents bicycle facility design guidelines and a best practices manual to serve as a guide for planners, engineers, and designers.
