1. What is FasTrak®?
  FasTrak allows solo drivers to pay a fee through electronic toll collection to use the Express Lanes in the median of Interstate 15 between Kearny Mesa and Rancho Penasquitos. To participate, solo drivers must have a pre-paid FasTrak account and transponder in their windshield when they use the Express Lanes. Carpoolers and public transit riders use the Express Lanes for free.
 
2. When are the I-15 Express Lanes open?
 

The I-15 Express Lanes hours of operation are:

  Mon. – Thu. 5:45 to 11 a.m. (southbound)
12 to 7 p.m. (northbound)
  Fri. a.m. 5:45 to 11 a.m. – (southbound)
  Fri. p.m., Sat., Sun. 5 p.m. on Friday to 5 a.m. the following Monday (northbound)

On holidays, the Express Lanes operate only in the northbound direction.
 
3. Where can I enter the I-15 Express Lanes?
  To enter the Express Lanes when traveling southbound on I-15, use the collector-distributor road just north of State Route (SR) 56/Ted Williams Parkway and merge left to the Express Lanes on-ramp; from SR 56 merge onto I-15 and veer left to the Express Lanes on-ramp.

To enter the Express Lanes when traveling northbound on SR 163, merge right north of SR 52 and onto the Express Lanes entrance ramp directly before the intersection of SR 163 and I-15. From I-15 northbound, merge all the way left and onto the Express Lanes entrance ramp from the leftmost lane on I-15. An additional northbound entrance can be made from Kearny Villa Road between SR 163 and I-15. Take the I-15 North entrance from Kearny Villa Road and merge immediately onto the Express Lanes entrance ramp to the right.
 
4. How are tolls set?
  The toll schedule shows the maximum toll rates for the morning, evening, and weekend periods. The actual toll rate is based upon the changing level of traffic on the Express Lanes. Sensors in the road monitor traffic levels, and toll prices are set to maintain free-flow on the Express Lanes at all times. The tolls start at $0.50, and under normal conditions the most you will pay is $4.00 per trip during peak periods.

How does the FasTrak® electronic toll collection system work?
  To use the I-15 Express Lanes as a solo driver, you must have a FasTrak transponder, a small battery-powered radio device, which is mounted inside the vehicle on the windshield and identifies the customer’s pre-paid toll account. Overhead antennas in the Express Lanes read the transponder and deduct the toll electronically from the customer’s FasTrak account. An electronic sign located before the entrance to the Express Lanes gives customers advance notice of the current toll as they approach the lanes.
 
6. Where are the posted toll rate signs?
  Electronic signs with the posted toll rate are located in advance of the I-15 Express Lanes entrances: Southbound • South of I-15 & Carmel Mountain Road • South of I-15 & State Route 56/Ted Williams Parkway Northbound • South of State Route 163 & Kearny Villa Road • Along Kearny Villa Road on-ramp to State Route 163 • Along on-ramp from State Route 52 to I-15

How do I install the transponder on my vehicle?
  According to Section 23302(b) of the Vehicle Code, you are responsible for mounting your transponder properly. Sections 26708(b)(11) and 26708(b)(3) of the Vehicle Code describe the only acceptable locations for mounting your transponder.

Mount the transponder squarely in the top middle directly behind the rear view mirror no more than 1-½ inches from the windshield’s top edge, as shown above. If your vehicle does not permit the placement of the transponder in that location; mount the transponder in the lower left or right corner of the windshield not more than 1-½ inches from the lower and outer edge.

Please note that if mounted incorrectly, the transponder may not work and you could be subject to citation.
 
8. Is there a fee to obtain a transponder?
  Yes. A $40 deposit is required to obtain a transponder, and a $1 per transponder lease fee is charged each month thereafter. The deposit will be refunded when the transponder is returned in good condition to the FasTrak Customer Service Center. If you open your FasTrak account by credit card, the transponder deposit is waived. The $1 per transponder monthly fee will also be waived for frequent usage of the I-15 FasTrak lanes. Refer to question number 12 for details.
 
9. How will I be billed?
  You must maintain a pre-paid account balance. For credit card accounts, your account will be automatically replenished when it reaches $10. For check or money order accounts, FasTrak will send you a request for a minimum $50 check or money order replenishment when your account balance drops below $30. Monthly account and transponder fees will automatically be deducted from your account balance on the first day following the end of the month (where applicable).
 
10. Will I receive statements?
  Quarterly statements (mailed in October, January, April and July of each year) are provided free of charge to FasTrak customers. If you would like to receive monthly statements, a $2 fee per statement will be charged to your account.
 
11. Can my FasTrak® transponder be moved between vehicles?
  Yes. You must provide us with the license plate number, state, make and model of the primary vehicle for your FasTrak transponder. If your primary vehicle changes, you must contact the FasTrak Customer Service Center toll-free at (888) 889-1515 to update your vehicle information. We recommend that you sign up for a FasTrak transponder for each vehicle that you drive on a regular basis as a FasTrak customer.
 
12. Are there any monthly minimum usage fees?
 

Yes. Effective May 1, 2007, monthly minimum usage fees will be assessed for inactive I-15 FasTrak accounts. The fee will be calculated as follows: $3.50 per account + ($1.00 x # of transponders) minus the total cost in tolls paid:

  • If your I-15 tolls exceed the fee amount, the fees will be waived.

  • If your I-15 tolls don’t exceed the fee amount, you will only be charged the difference.

  • If you do not incur FasTrak tolls on I-15 during the calendar month, you will be charged a minimum of $4.50 (plus $1 for each additional transponder on the account).
 
13. What happens if my transponder is lost or stolen?
  Please notify us immediately if your transponder is lost or stolen. Your only liability is your transponder deposit ($40) plus any tolls charged to your account prior to you notifying us.
 
14. Can I use my I-15 FasTrak® transponder on other toll roads?
  Yes. You can use your I-15 FasTrak transponder anywhere you see the FasTrak name or symbol. Toll facilities currently using the FasTrak system include the 91 Express Lanes and the Foothill (SR 241), San Joaquin Hills (SR 73), and Eastern (SR 133, 241, and 261) Transportation Corridors in Orange County. In the San Francisco Bay area, FasTrak gives you access to eight bridges, including the Carquinez, Benicia-Martinez, Richmond-San Rafael, San Francisco-Oakland Bay, Golden Gate, Antioch, San Mateo-Hayward, and Dumbarton bridges. You will be billed for all FasTrak uses through your I-15 FasTrak account.
 
15. Can I sign up for FasTrak® with another agency and still use the I-15 Express Lanes?
  Yes. You may sign up for FasTrak with another authorized toll agency, such as the South Bay Expressway, 91 Express Lanes, Transportation Corridor Agencies, or the Bay Area Toll Authority. Tolls incurred on the I-15 Express Lanes will be deducted automatically from your home agency account.
 
16. Can large trucks use the I-15 Express Lanes?
  Only light trucks and sport-utility vehicles are allowed on the Express Lanes. Under California law, commercial trucks are not allowed on the Express Lanes.
 
17. Can I tow my trailer or boat on the I-15 Express Lanes?
  No. Trailers or boats are not allowed on the Express Lanes.
 
18. Do motorcycle riders need to open a FasTrak® account?
  No. Motorcycle riders do not need to open an account. They can use the I-15 Express Lanes for free.
 
19. What if I'm in a carpool?
  Carpoolers use the I-15 Express Lanes for free and do not need a FasTrak transponder to use the lanes. However, motorists who travel on the Express Lanes as solo drivers but sometimes carpool must have a FasTrak transponder and pre-paid account. When traveling in a carpool, you should seal your transponder in the silver static bag to prevent a toll from being charged.
 
20. What happens if I forget to remove my transponder from the silver static bag while traveling as a solo driver in the I-15 Express Lanes?
  California Highway Patrol (CHP) officers regularly patrol the Express Lanes, visually inspecting carpools and FasTrak customer vehicles. An electronic monitor in the toll zone notifies officers if a solo driver is a qualified FasTrak customer who has paid a toll. If your transponder is in your silver static bag and you are traveling alone, you will be cited by the CHP.
 
21. What is the fine for traveling on the I-15 Express Lanes without a FasTrak® transponder?
  It is a violation of the California Vehicle Code to use the I-15 Express Lanes without two or more people in your vehicle or without a FasTrak transponder visibly displayed and a current FasTrak customer account. The California Highway Patrol (CHP) enforces the Express Lanes for vehicle occupancy, toll evasion, and other motor vehicle requirements. Carpool violations carry a minimum fine of $341 for the first offense. FasTrak customers who are traveling alone and have their transponder in the silver static bag also are considered violators and will be cited by the CHP.
