Notice of Proposed Revisions to the TransNet Extension Ordinance

On March 23, 2012, at 9 a.m. at its regular meeting, the SANDAG Board, acting as the San Diego County Regional Transportation Commission, is scheduled to consider the adoption of an amendment to the TransNet Extension Ordinance and Expenditure Plan (Ordinance No. CO 04-01). The meeting will be held in the 7th floor SANDAG Board Room at 401 B Street, San Diego, California, and will be open to the public.

The nature of the proposed amendment is as follows:

1. Amend Section 2.A.1 (a) of the Ordinance and the TransNet Extension Expenditure Plan Analysis to swap funds allocated for two reversible high-occupancy vehicle lanes on Interstate 805 (I-805) between State Routes 54 and 905 for a portion of the acquisition costs of the State Route 125 (SR 125) toll road franchise lease and related assets. The improvements on I-805, valued at a remaining $134 million in 2002 dollars, would be removed from the Expenditure Plan. The dollar value of these improvements would then be deducted from the SR 125 loan amount from TransNet and reduce SANDAG debts on the toll road.

2. Extend the deadline for acting on an additional regional funding measure to meet the long-term requirements for implementing habitat conservation plans in the San Diego region by four additional years to no later than 2016.
