Notice of Public Comment - Southern California Regional Disparity Study

San Diego Association of Governments (SANDAG), San Diego Metropolitan Transportation System (MTS), Los Angeles County Metropolitan Transportation Authority (Metro), Orange County Transportation Authority (OCTA), and the Southern California Regional Rail Authority (SCRRA or “Metrolink”), are conducting a Southern California Regional Disparity Study.  The disparity study includes experiences of vendors and contractors and whether or not there is evidence of discrimination based on race, gender or ethnicity in the transportation contracting industry.  The above agencies will review this information as they consider future implementation of the Federal Disadvantaged Business Enterprise (DBE) Program on Federal Transit Administration funded contracts.

Please note that the SANDAG draft study report will be made available electronically on the above agency Web sites for public comment on or before September 25, 2009.

Public Forums

The public is invited to attend and participate in two Public Forums for the Southern California Regional Disparity Study by giving testimony.

Upon request, foreign language translation, sign language interpretation, materials in alternative forms or accommodations are available to the public for Metro-sponsored meetings and events.  All requests for accommodations must be made at least three working days (72) hours in advance of the scheduled meeting. The Public Forums will offer vendors, contractors, industry representatives, and others the opportunity to share personal experiences and other information related to implementation of the Federal Transit Administration DBE Program, whether or not there is discrimination affecting contracting in the transportation industry; starting and expanding businesses; obtaining financing, insurance and bonding; outreach efforts and assistance programs; obtaining work with the above agencies and other local establishments; subcontracting; and other topics. Testimony will become part of the public record for the disparity study.

Persons unable to attend a Public Forum may submit written testimony.  The deadline for submitting written testimony is 5 p.m. on November 10, 2009. Written testimony will be received by SANDAG via:
