Comprehensive Transportation Projects

2018 Regional Transportation Improvement Program

SANDAG, as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP).

The RTIP is a multi-billion dollar, multi-year program of proposed projects for major transportation projects in the San Diego Region. Transportation projects funded with federal, state and TransNet, the San Diego transportation sales tax program managed by SANDAG, must be included in an approved RTIP.

The programming of locally funded projects also may be programmed at the discretion of the agency.

The RTIP covers five fiscal years and incrementally implements San Diego Forward: The Regional Plan, the long-range transportation plan for the San Diego region.

The current Regional Plan was approved by the SANDAG Board of Directors at its meeting on October 9, 2015. 

At its meeting on September 28, 2018, the SANDAG Board of Directors will be asked to adopt the final 2018 RTIP.  SANDAG anticipates a federal approval date in December 2018.

Draft Release

The 2018 RTIP, draft conformity analysis for the 2018 RTIP, and draft conformity redetermination for the Regional Plan were released for a 30-day review and comment period on July 27, 2018. the conformity analysis can be found in Chapter 5 of the draft 2018 RTIP beginning on page 174. The deadline for comments is August 27, 2018.

2018 RTIP Update Schedule

SANDAG is in the process of developing the 2018 RTIP.  A memo detailing the process, requirements, and schedule was emailed out on January 16, 2018, and is also below under the Downloads section.  All regionally significant and/or capacity increasing (CI) transportation projects are required to be included in the RTIP and incorporated into the air quality quantitative emissions analysis.  In addition, all projects included in the 2018 RTIP must be consistent with San Diego Forward: The Regional Plan. Below lists some significant milestones for the 2018 RTIP Update process. 

July 27, 2018 – SANDAG Board is scheduled to release the draft 2018 RTIP for public comment

September 7, 2018 – SANDAG Transportation Committee is scheduled to hold a public hearing for the 2018 RTIP

September 28, 2018 – SANDAG Board is scheduled to adopt the final 2018 RTIP

Group Project Listing

Federal regulations allow MPOs to group or combine projects that are not considered to be of appropriate scale for individual listing. Such projects may be grouped by function, work type, or geographical area and must be consistent with the exempt project classification contained in EPA's 'Transportation Conformity Regulations (40 CFR part 93).' Once grouped, the MPO is required to maintain, outside of the RTIP a detail list of the projects contained in each group.

Federal Air Quality Conformity Requirements

Federal regulations require SANDAG to conduct an air quality conformity analysis of all regionally significant projects that increase the transportation system capacity. All regionally significant capacity increasing transportation projects regardless of funding sources must be included in the RTIP.

Congestion Management Process

All local agency Single Occupant Vehicle (SOV) capacity increasing projects seeking federal funds are required to perform a multimodal alternative and non-SOV analysis prior to submitting the projects for inclusion in the RTIP. Agencies are required to submit the analysis as part of the project submittal either as an upload in ProjectTrak or in a CD format.
