Public Transit

Transportation Development Act Administration

The Transportation Development Act (TDA) provides funding for the region's public transit operators and for nonmotorized transportation projects. The TDA comes from one-quarter of a percent of state sales tax assessed in the region.
SANDAG, as the Regional Transportation Planning Agency (RTPA), is responsible for the apportionment of TDA funds each year in conformance with legislative priorities. The transit operators and other member agencies submit their annual TDA claims based on these apportionments and in compliance with SANDAG Board Policy No. 027, TDA Administration Policy (see below for the actual policy). Staff report including the estimated apportionment are also provided below under Downloads.

Performance Audit

TDA law requires that once every three years SANDAG commissions a performance audit of each recipient of TDA funds as well as an audit of the RTPA as the administrator of the program. The FY13-15 TDA Triennial Performance Audits can be viewed below:

MTS FY13 - FY15 Triennial Performance Audit
NCTD FY13 - FY15 Triennial Performance Audit
SANDAG FY13 - FY15 Triennial Performance Audit

Prior year performance audits are posted below under Publications.

Non-Motorized Program

Two percent of TDA funds are apportioned each year for facilities provided for the exclusive use of pedestrians and bicyclists.
