SANDAG Board Meets Today to Discuss Comprehensive Set of Reform Measures

November 3, 2017-- The SANDAG Board will discuss its Plan of Excellence today, focusing on a comprehensive effort to improve SANDAG operations while incorporating the changes to the agency required by the passage of Assembly Bill 805.

The Board’s three-member Independent Examination Subcommittee – Vice Chair and Del Mar Mayor Terry Sinnott, Imperial Beach Mayor Serge Dedina, and Poway Mayor Steve Vaus – will go over the proposed approach (called the Plan of Excellence), which addresses input from prior Board reform discussions, recommendations from the Hueston Hennigan LLP report, and a variety of other sources.

The meeting also will include items on several important topics, including the Implementation of AB 805’s requirements, progress to date on the agency’s 7-Point Data Accuracy and Modeling Work Plan, and an update on the recruitment efforts for a new executive director to lead the agency.

The Board’s considerations come just one week after it received an independent forensic analysis report that showed no documents were inappropriately erased by SANDAG staff from a folder set up to store working files as staff searched for the cause of errors in the agency’s forecasts of future revenues.

KrolLDiscovery, a forensic computer investigative company, was hired to preserve and investigate what became known as the “Hana” server and a specific folder known as “Tools” to determine if files had been deleted.

In a letter to SANDAG dated October 24, 2017, the forensic analyst wrote that “there has been no file deletion activity” in the folder on the server.

The Board meeting begins at 9 a.m. in the SANDAG Board Room, 401 B Street, Downtown San Diego.
