Senior Regional Planner (Transportation Demand Management)

Salary Range:
Annual Salary Range: $81,525 to $126,364

The Senior Regional Planner will develop, coordinate, and manage Transportation Demand Management (TDM) programs that encourage the use of transportation alternatives and measurably reduce Vehicle Miles Traveled.

Overview of the Regional Planning Department
The Regional Planning Department provides the regional framework to connect land use to transportation systems, respond to population growth, preserve the environment, and sustain economic prosperity. The department oversees the development and implementation of various long-range and short-range plans including multimodal transportation plans and projects, sustainable development plans and programs, tribal, binational, interregional, and land use coordination, environmental and habitat planning and programs, goods movement, transit planning, and performance monitoring to track implementation of plans.

Job Responsibilities
• Develop, manage, and support Transportation Demand Management programs including the regional vanpool program, the regional bike parking program, bicycle encouragement and education programs, the Guaranteed Ride Home program, Try Transit, the Youth Opportunity Pass Program and eBike Incentive Pilot.
• Coordinate and grow participation in the Employer Program; develop market-driven outreach strategies and programs that result in increased awareness and use of transportation alternatives; assist employers in identifying transportation challenges for their employees; assist with the implementation of various TDM solutions and tools that increase multi-modal commute options for employees.
• Manage TDM initiatives in the Regional Plan including the development of a TDM ordinance for the region.
• Develop and manage partnerships that expand TDM initiatives; collaborate with key stakeholders such as local, state, and federal agencies, consultants, and other project partners to ensure effective program delivery.
• Develop pilot projects that test emerging technologies and new mobility services that have the potential to reduce drive alone trips and increase use of shared mobility.
• Develop incentives and promotional programs that encourage the use of new transit services, managed lanes, Flexible fleet services, and active transportation projects.
• Implement community-based outreach and marketing initiatives and activities that assist local jurisdictions and community-based organizations with increasing their usage of TDM programs.
• Develop marketing plans, in conjunction with communications staff in the Public Affairs Dept, to promote and implement new programs, products, and improved services; support campaigns and marketing initiatives for new and ongoing campaigns such as Bike to Work Day and the Diamond Awards.
• Evaluate outreach and marketing initiatives to ensure alignment with strategies and return on investment; recommend enhancements that respond to changing conditions and business/customer demands.
• Utilize Salesforce to and track employer based TDM program participation.
• Administer, manage, track, and maintain all existing and new contracts related to the TDM program, including, Requests for Proposals, scopes of work, project deliverables, budgets, and schedules; select consultants; ensure projects progress on schedule, within the approved budget, and at a consistently high level of quality; ensure projects are completed in adherence to funding agency requirements.

Experience and Qualifications
• A bachelor’s degree with major course work in regional or transportation planning, public/business administration, communications/marketing, or a related field. A combination of education and recent work experience may be considered in lieu of a degree.
• Five years of recent, progressive professional experience in regional transportation demand management programs or other comparable programs.
• Demonstrated experience developing and delivering projects, programs, and services in support of TDM initiatives; demonstrated ability to build awareness of programs, services, and resources through partnerships; demonstrated ability to enhance program revenues through sponsorships, advertising, or other mutually beneficial business models.• Demonstrated knowledge of the principles, practices, and current trends related to TDM including mobility management, systems management, multi-modal transportation, and innovative mobility services.
• Knowledge of federal, state, and local laws, regulations, and requirements pertaining to regional planning, mobility management, and TDM; understanding of current political trends related to these areas.
• Knowledge of business management and strategic planning practices as applied to the delivery of programs and services, including fiscal management principles and procedures; annual work programs and operational budgets; ability to monitor and control expenditures and ensure adherence to funding requirements.• Experience identifying business and/or program development opportunities that capitalize on market conditions; experience conducting cost-benefit and market feasibility analyses and creating comprehensive business plans and marketing strategies that lead to greater awareness and broader utilization of programs, services, and resources.
• Experience administering grant programs; providing technical guidance and assistance to recipients; coordinating the development, approval, and execution of grant agreements and amendments.
• Experience coordinating project teams and supervising and evaluating the work of professional and technical employees; demonstrated ability to mentor and develop a team.
• Proven experience with project management, including preparing and negotiating scopes of work, requirements, budgets, and schedules; experience developing requests for proposals; experience evaluating proposals and selecting and managing consultants.
