Workforce Opportunities for Rising Careers Program
SANDAG developed the Workforce Opportunities for Rising Careers (WORC) program, which is a workforce development program that focuses on creating career opportunities for individuals with a disadvantaged and/or low-income background in the San Diego region. The purpose of WORC is to expand workforce opportunities and achieve workforce equity through the SANDAG Community Benefits Agreement, Pre-Apprenticeship Program, and other workforce initiatives.
In the SANDAG Equity Statement, it is stated that our agency firmly upholds equity and inclusion for every person in the San Diego region. Implementing the WORC program will allow SANDAG to uphold equity in our workforce by paving career pathways for disadvantaged individuals, including women, minorities, veterans, homeless, formerly incarcerated, and other under-represented populations.
Community Benefits Agreement
On December 17, 2021, the Board of Directors authorized the Chief Executive Officer to execute the negotiated Community Benefits Agreement (CBA) between SANDAG and the San Diego County Building and Construction Trades Council. The effective date of the fully executed SANDAG CBA is May 19, 2022. The CBA benefits the San Diego region by advancing racial equity, assisting vulnerable individuals, and supporting underserved local communities. The ultimate goal is to create economic sustainability benefits to the region, derived from employment and training programs to help individuals that are systemically marginalized.
The CBA includes robust provisions that target a specific framework of equity and inclusion through economic opportunities, such as creating career pathways for disadvantaged workers, targeted workers, veterans, individuals from under-represented populations, and disadvantaged businesses in the San Diego region. The CBA expands on developing a system for recruitment, training, and career placement that meets the objectives of the WORC program.

- Inclusive of both union and non-union contractors- Inclusive of all state and federally approved apprenticeship programs
- Additional flexibility for Disadvantage Businesses regarding hiring and benefit contributions
- Includes WORC program initiatives
- High-reaching goals for Disadvantaged and Targeted Worker employment
Hiring Goals
All contractors working on SANDAG construction projects covered by the CBA will be required to comply with the following hiring requirements:
30% goal of total hours work performed by Disadvantaged Workers- Individuals from low-income areas
- Includes Veterans residing anywhere
10% goal of total hours work performed by Targeted Workers
- Veterans
- Apprentices with less than 15% of required hours
- No High School Diploma or GED
- Homeless
- Former Foster Youth
- Custodial Single Parent
- Unemployed
- Receiving Government Assistance
- Low-Income (100% below Federal Poverty Level)
- Formerly Incarcerated
- MC3 Pre-Apprenticeship Graduates

Jobs Coordinator Program
The Jobs Coordinator Program provides support to Prime Contractors in meeting workforce hiring requirements on covered construction projects as stated in the SANDAG Community Benefits Agreement (CBA). Prime Contractors shall engage with a Jobs Coordinator prior to construction work and establish a plan to meet the Disadvantaged and Targeted Worker hiring goals.
SANDAG pre-qualifies firms to act as Jobs Coordinators and partner with Prime Contractors. SANDAG has developed a list of pre-qualified Jobs Coordinators in which Prime Contractors are able to select from the list or request approval for other firms that provide workforce development services.
A firm interested in becoming a Jobs Coordinator must meet the minimum qualification requirements that is listed in the Jobs Coordinator Pre-Qualification Request & Application. Then, follow the requirements for submittal for SANDAG review and approval.

Pre-Apprenticeship Program: Apprenticeship Readiness Collaborative
SANDAG is a recipient of SB 1 funding from the State and is required βto participate in, invest in, or partner with new or existing pre-apprenticeship training programs.β Therefore, SANDAG partnered with the San Diego Workforce Partnership, San Diego County Building & Construction Trades Council, and San Diego Continuing Education Foundation to develop the Apprenticeship Readiness Collaborative (ARC) program. ARC was awarded $1.5 million to serve the San Diego region.
The ARC program is a fast track for pre-apprentices to becoming apprentices in the building and construction trades industry. The students participate in a 12-week training program that includes a Multi-Craft Core Curriculum (MC3), college and career readiness classes, paid internships, and certifications (e.g., OSHA 10, CPR/First Aid, etc.). Additionally, the ARC program utilizes an earn-and-learn strategy which is essential to the success of students. The program will assist individuals with career counseling, resume building, job applications, practice interviews, apprenticeship entrance exam readiness, and college and financial aid applications.
