City of San Diego Clean Syringe Exchange Pilot Program
The Criminal Justice Research Division was contracted by Family Health Centers of San Diego (FHCSD) in 2003 to evaluate the City of San Diego Clean Syringe Exchange Pilot (SEP) Program. The SEP Program was implemented to fight HIV transmission among intravenous drug users (IDU) by creating a satellite needle exchange site to reach IDUs who were not using established syringe exchange sites.
