Cycle 12 Call for Projects: Specialized Transportation Grant Program
Approximately every two years, SANDAG conducts a competitive process to award funding through the Specialized Transportation Grant Program (STGP). SANDAG is preparing for the Cycle 12 Call for Projects, which is anticipated to be released in July 2022.
The SANDAG STGP funds projects and programs that expand mobility options for seniors and individuals with disabilities. Funding for the STGP comes from two sources: the Federal Transit Administration (FTA) Section 5310 program and the TransNet Senior Mini-Grant program.
Eligible projects include, but are not limited to, purchase of accessible vans and buses, coordinated volunteer driver programs, shopping shuttle services, non-emergency medical trips, and transit travel training classes.
STGP Cycle 12 Anticipated Timeline
- January 4, 2022 – May 27, 2022: Input is gathered to inform the Cycle 12 Evaluation Criteria and updates to the SANDAG 2020 Program Management Plan
- June 14, 2022: The Cycle 12 Eligibility and Evaluation Criteria are presented to the TransNet Independent Taxpayer Oversight Committee (ITOC)
- June 17, 2022: Cycle 12 Eligibility and Evaluation Criteria are presented to the Transportation Committee (TC) for recommendation of approval to the SANDAG Board of Directors (Board)
- June 24, 2022: The Cycle 12 Eligibility and Evaluation Criteria are presented to the Board
- July 1, 2022: Pending Board approval, the Cycle 12 Call for Projects is released, opening a 90-day application window
- August 2022: SANDAG hosts a Cycle 12 Call for Project Webinar (date to be determined)
- September 30, 2022: The application window closes
- October 2022: Applications are screened for eligibility
- November 2022 – January 2023: Applications are evaluated and funding recommendations are developed
- February 2023: STGP Cycle 12 funding recommendations are presented to the ITOC, TC, and Board
- May 2023: SANDAG hosts a Cycle 12 Successful Applicant Webinar
- July 1, 2023: Execution of grant agreements for successful Senior Mini-Grant applicants can occur
- October 1, 2023: Execution of grant agreements for successful Section 5310 applicants can occur
STGP Eligibility and Evaluation Criteria
SANDAG sought initial input to inform potential revisions to program requirements and evaluation criteria that will be used for the Cycle 12 Call for Projects. Stakeholders were invited to:
- Review the Eligibility and Evaluation Criteria used in the Cycle 11 Call for Projects, available on the STGP web page
- Share the STGP Cycle 12 outreach flier
- Complete the SANDAG Specialized Transportation Outreach, which was available in English and Spanish
- Attend the Specialized Transportation Workshop on February 24, 2022
- Attend the Social Services Transportation Advisory Council meeting on March 15, 2022
- Attend the Social Equity Working Group meeting on March 24, 2022

- Attend ITOC and TC meetings where any potential revisions will be presented (see the timeline above for anticipated meeting dates)
- Register with BidNet Direct if you represent an organization that intends to apply through the Cycle 12 Call for Projects
