Regional Housing Needs Assessment 5th Housing Element Cycle 2010-2020

Senate Bill 375 amended the timing of the RHNA process, required coordination and consistency with the SANDAG Regional Transportation Plan (RTP) and Sustainable Communities Strategy (SCS). The fifth housing element cycle for the San Diego region covers an eight-year period from January 1, 2013 to December 31, 2020.

On February 26, 2010, the SANDAG Board of Directors approved the final 2050 Regional Growth Forecast for planning purposes for use in preparing the 2050 RTP, SCS, and the RHNA for the fifth housing element cycle.

SANDAG consulted with the Department of Housing and Community Development (HCD) to determine the overall housing need for the region based on the 2050 Regional Growth Forecast and the Department of Finance statewide forecast.

On November 23, 2010, SANDAG received the RHNA Determination from HCD of 161,980 housing units needed during the fifth housing element cycle.

The methodologies for allocating the housing units in the RHNA Determination were developed by the TWG and Regional Housing Working Group (RHWG) meeting jointly. The TWG is composed of planning and community development directors from jurisdictions in the region, and the RHWG included representatives of local jurisdictions, profit and nonprofit developers, housing advocates, tenants, apartment owners, the environmental community, and labor organizations, among others.

The TWG and RHWG provided several RHNA methodology and allocation options for consideration by the SANDAG Regional Planning Committee and Board of Directors.

The RPC reviewed the options and on May 27, 2011, the Board accepted a Draft RHNA Methodology and Allocation for distribution and a 60-day public review period.

On August 11, 2011, the TWG and RHWG met jointly and reviewed a Draft RHNA Plan, which included the Draft RHNA Methodology and Allocation and information regarding the consistency of RHNA with the SCS, RTP, and the 2050 Regional Growth Forecast.

The SANDAG Board of Directors adopted the final RHNA Plan by resolution for the fifth housing element cycle (January 1, 2013 – December 31, 2020) in a public hearing on October 28, 2011.
Resources from the fifth housing element cycle RHNA process include comment letters received during the public comment period, as well as the following Regional Housing Work Group, Regional Planning Committee, Regional Planning Technical Working Group, and SANDAG Board of Directors meeting agenda items.
