SANDAG is soliciting proposals from qualified firms for professional system integrator, maintenance, and toll collection operations services to:
- Furnish and install an electronic toll collection system (ETCS) on the Interstate (I-15) Managed Lanes (I-15 ML) Project.
- Provide maintenance services and toll collection operations for the ETCS and equipment.
- At the option of SANDAG, provide a customer service center (front office) operation to include customer interface and support.
Copies of this Request for Proposals (RFP) and related attachments and certifications (that contain forms that must be completed and submitted with all proposals) are posted below in PDF format. All proposals submitted become the property of SANDAG and as such may be subject to public review. SANDAG reserves the right to revise the RFP prior to the proposal due date. Revisions will be posted to this Web page at least one full business day prior to the deadline. It is the responsibility of the Proposer to check this Web page for revisions to the RFP.

Computer Media – Alternate File Formats for Required Forms, Certifications, Table of Conformance and Cost Proposal Forms
In order to simplify the completion of the Cost Proposal, Table of Conformance, and other Required Forms, computer media containing sample and blank spreadsheets and other blank forms are provided below for download. It is strongly recommended that Proposers use these alternate formats of the required forms when preparing their completed versions of Cost Proposal, Table of Conformance, and other required forms/certifications. If a proposer would rather use its own version of any of the required forms, then it must contain the exact same categories and provide the same qualitative and quantitative information as contained in the sample documents included below. The submitted forms, certifications, and the Table of Conformance and Cost Proposal spreadsheets will not be designated as confidential and will become part of SANDAG’s public records.
Important: Proposers are responsible for adhering to the categories provided in the alternate file formats for Required Forms, Certifications, Table of Conformance and Cost Proposal spreadsheets. It is the responsibility of the proposer to verify that the completed versions of these documents are identical in content and format as the versions of these files provided for download herein.
SANDAG takes no responsibility for the accuracy of proposer’s forms, certifications, Table of Conformance or Cost Proposal spreadsheets, including the calculation of proposed costs. In the event the formulas used to calculate costs are incorrect, errors and ambiguities in the Cost Proposal spreadsheet will be interpreted in favor of SANDAG. Failure to adhere to the format provided by SANDAG may result in a lowering of the proposer’s cost, and, depending upon the severity of the deviation, may result in the disqualification of the proposal from further consideration for contract award. SANDAG or its agents reserve the right, through the audit provisions in this RFP and its Attachments, to confirm a proposer’s compliance with all items listed in the Cost Proposal spreadsheet, Table of Conformance, or other Required forms and certifications.
Additionally, the written proposal should include a detailed description of the items that are included in each section of the proposer’s completed Cost Proposal spreadsheet.
