Notice of Intent to Adopt - Mitigated Negative Declaration for the Bayshore Bikeway Segment 8B Project

SANDAG, as lead agency under the California Environmental Quality Act (CEQA), has prepared a Draft Mitigated Negative Declaration (MND) for the Bayshore Bikeway – Segment 8B project.

The proposed project is located in the south San Diego Bay area within the cities of San Diego and Chula Vista. The proposed bike facility would extend a distance of approximately 0.25 miles adjacent to Bay Boulevard between Palomar Street and the main entrance to the South Bay Salt Works.

The proposed bike path would include an eight-foot-wide travel lane with two to three-foot-wide shoulders. The bike path would cross over the drainage ditch near Palomar Street on a bridge structure. From Palomar Street to Ada Street, the bike path would be constructed as a cantilevered deck over the western side of the existing drainage ditch that runs adjacent to the west side of Bay Boulevard. South of Ada Street, the bike path would be constructed at grade on disturbed land. Additional improvements would include installation of a new storm drain inlet and culvert just north of Palomar Street, curb and gutter, railing along the east side of the deck, lighting, minor grading, bike lane striping, utility improvements and relocations, and other improvements as required by the cities of San Diego and Chula Vista, and SANDAG. Improvements may include chain link fencing along the west side of the bike path.

To accommodate the proposed bike path, an easement on a portion of one narrow, linear, privately owned parcel adjacent to the west side of Bay Boulevard would be required. Lighting may be provided at select locations along the proposed bike path to provide safety and security. The lights would be shielded to minimize illumination into the adjacent salt evaporation ponds of San Diego Bay and would be directed toward the bike path and away from the Bay.

In accordance with CEQA, this public notice officially notifies the general public, public agencies, and interested individuals and organizations that a 30-day public review period will begin on July 27, 2016. Written comments regarding the adequacy of the Draft MND must be received no later than August 26, 2016, and should be mailed to Lauren Esposito at SANDAG, 401 B Street, Suite 800, San Diego, CA 92101 or emailed to lauren.esposito@sandag.org.
