Notice of Intent to Adopt a Mitigated Negative Declaration for the Robinson Avenue Bikeway Project

SANDAG, as lead agency under the California Environmental Quality Act (CEQA), has prepared a Draft Mitigated Negative Declaration (MND) for the Robinson Avenue Bikeway project.

The proposed project would construct in the North Park community of the City of San Diego, along an approximately 0.2 mile segment of the Robinson Avenue public right-of-way (ROW) from just east of Park Boulevard to Alabama Street. The project site includes the approximately 150-foot long missing segment of Robinson Avenue between Florida Street and Alabama Street. A bikeway path would be constructed along the missing segment. Class II buffered bike lanes would be painted in both directions of Robinson Avenue from east of Park Boulevard to just west of Alabama Street, with the bikeway path connecting the Class II buffered bike lanes. The proposed project includes the construction of a mini-roundabout and traffic circle at the intersection of Robinson Avenue/Georgia Street and Robinson Avenue/Florida Street, respectively. Additional physical improvements to Robinson Avenue would occur at the easterly and westerly bikeway path landings, including, but not limited to, demolition and replacement of existing curbs, asphalt pavement, concrete pavement, traffic signage, and a metal beam guardrail. The proposed project also would result in the removal of approximately 22 parking spaces along Robinson Avenue and associated intersections within the project site.

In accordance with CEQA, this public notice officially notifies the general public, public agencies, and interested individuals and organizations that a 30-day public review period will begin on January 5, 2016. Written comments regarding the adequacy of the Draft MND must be received no later than February 4, 2016, and should be mailed to Lauren Esposito at SANDAG, 401 B Street, Suite 800, San Diego, CA 92101 or emailed to lauren.esposito@sandag.org.
