Notice of Public Review and Comment - Draft Regional Housing Needs Assessment Methodology and Allocation

Notice is hereby given that the SANDAG has released the Draft Regional Housing Needs Assessment (RHNA) Methodology and Allocation for public comment. SANDAG will hold public workshops and public hearings in June 2011 to secure public comment on the Draft RHNA for the fifth housing element cycle and the Draft 2050 Regional Transportation Plan (RTP), its Sustainable Communities Strategy (SCS), the Draft Air Quality Conformity Determination (AQCD), and the Draft Environmental Impact Report (EIR).

The RHNA determines the total number of housing units that the 18 Cities and the County of San Diego should plan for in the 2013 – 2020 housing elements of their general plans. The Draft RHNA Methodology and Allocation distributes the region’s housing needs to each of the 19 jurisdictions in four income categories: very low, low, moderate, and above moderate.

On May 27, 2011, the SANDAG Board of Directors accepted for distribution and a 60-day public review period the Lower Income Capacity Option 2b as the Draft RHNA Methodology and Allocation. The Draft RHNA Methodology and Allocation can be found on page 15 of the Board report for Item 10 (Table 2b).

Public Hearings

Public hearings will be held as part of this regularly scheduled meetings:

Tue, June 21 - Regional Planning Stakeholders Working Group (SWG) Meeting, 4 to 6 p.m. - Caltrans, 4050 Taylor St., San Diego, 92110

The workshops will be conducted in an open house format where participants can attend at any time during the workshop, view displays and information, ask questions of staff, complete comment cards, or speak to a bilingual English/Spanish transcriber to have their comments recorded. The public hearings will be officiated by one or more SANDAG Board member(s), or their designee(s), and a transcription will be produced and provided to the SANDAG Board of Directors and Policy Advisory Committees, as well as provided to the general public.

Public Comment Period

The Draft RHNA Methodology and Allocation was released for public comment on May 27, 2011. SANDAG will accept public comments on the Draft RHNA Methodology and Allocation through July 28, 2011.
