North County Comprehensive Gang Initiative

Based on the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Model, the North County Comprehensive Gang Initiative Steering Committee was formed to oversee an assessment of the gang issue along the “78 Corridor” in north San Diego County (Escondido, Oceanside, Fallbrook, San Marcos, and Vista) and the implementation of a regional gang reduction plan.

The Applied Research Division of SANDAG was asked to conduct the assessment. Using the OJJDP as a framework for the research, SANDAG analyzed current crime and arrest data, mapped hot spots for gang-related crime, analyzed census and school data, surveyed the community and key stakeholders, and gathered and summarized interviews with existing or prior gang members. The North County Comprehensive Gang Initiative Steering Committee is utilizing the results of the assessment to design and implement their gang reduction strategy.
