Port of San Diego Freeway Access Improvements

The Port of San Diego's marine terminals are vital components of San Diego’s working waterfront, which includes maritime operators, ship builders, and other commercial and industrial businesses. Ensuring adequate capacity for connections between these marine terminals and the regional freeway system is a vital economic need.

As the city of San Diego and National City have grown around the waterfront, coupled with increased Port activity, trucks traveling to and from the Port are impacting adjacent residential communities, schools, passenger transit centers and rail lines.

The Port Freeway Access Improvement Projects include improvements at Bay Marina Drive at Interstate 5, Civic Center Drive at Harbor Drive and I-5, and 10th Avenue at Harbor Drive.

Construction Starting on 10th Avenue Improvements

This $1.7 million project features at-grade improvements for turning movements at Harbor Drive and Cesar E. Chavez Parkway, visual enhancements along the parkway, and a community gateway sign.

The project will benefit traffic operations, goods movement, air quality and safety in Barrio Logan, as well as encourage diversion of truck traffic from the Cesar E. Chavez Parkway residential neighborhood. Construction began in January 2014 and will last through late November 2014.

Work to be performed in various stages with these milestones:

Stage 1: Place construction area signs and begin street and curb ramp improvements along Cesar E. Chavez Parkway.

Stage 2: Perform foundation work and begin fabrication for the gateway sign.

Stage 3: Construct turning improvements at Harbor Drive.

Stage 4: Erect/install gateway sign, tentatively set for late spring.

Stage 5: Perform roadway overlay improvements and final striping along Cesar Chavez Parkway.
