Regional Comprehensive Plan Update

The first-ever Regional Comprehensive Plan is almost complete The Regional Comprehensive Plan (RCP) offers a long-term planning framework for the San Diego region. It defines a vision and lays a foundation to connect local and regional policy decisions that support our shared vision of the future. It balances population, housing, and employment growth with habitat preservation, agriculture, open space, and infrastructure needs. It moves us toward a more sustainable future – a future with more choices and opportunities for all residents of the region.

In April, SANDAG was asked to comment on seven categories developed for identifying “smart growth opportunity areas:” metropolitan center, urban center, town center, community center, transit corridor, special use area, and unincorporated rural village. These classifications will be used to develop a framework for a smart growth incentive program that encourages smart growth development in appropriate locations. Directors also were updated on the “strategic initiatives:” sets of priority actions that could be undertaken by Cities, the County, and other entities to implement key concepts in the RCP.

In addition, a third round of public workshops was held where elected officials as well as SANDAG and Caltrans staff met with citizens to answer questions and take input on the draft RCP and its environmental report. In May the planning committee and working groups will be finalizing the Regional Comprehensive Plan and EIR. The final RCP and EIR will be presented to SANDAG in June for certification and adoption.
