California Transportation Commission Goods Movement
holds hearing at SANDAG

Representatives of the California Transportation Commission (CTC) will hold a hearing at SANDAG on Wednesday, February 20, 2008, to listen to presentations and public comment on the region’s proposals for funding under the Trade Corridors Improvement Fund (TCIF) program.

The 90-minute public meeting will begin at 1 p.m. in the SANDAG Board room at 401 B Street in downtown San Diego. No final decisions will be made at the meeting. Instead, the Commission will listen to public comments and possibly ask questions.

The San Diego meeting is one of a series the CTC is holding throughout the state to gather input on how best to allocate TCIF funds. In November 2006, state voters approved Proposition 1B, a roughly $20 billion transportation bond. Proposition 1B included a total of $3.1 billion for goods movement-related programs, of which $2 billion is set aside for infrastructure improvements statewide.

In March, the Commission staff is expected to recommend how the infrastructure funds should be spent. On April 10, the CTC is scheduled to adopt the initial TCIF program of projects. Those recommendations will then be forwarded to the California Legislature for consideration.

The San Diego region has requested a total of $511 million for several goods movement projects. The individual projects address freight capacity improvements at the Border, at the Port of San Diego and on the North and South Rail lines. Collectively the projects work together to create an improved goods movement network. The projects include: completion of SR 905 between the Otay Mesa border crossing and Interstate 805, a third border crossing at East Otay Mesa with connecting SR 11, freeway access improvements at the Port of San Diego and capacity enhancements at the National City Marine Terminal, and improvements to the San Diego and Arizona Eastern Railway South Line and LOSSAN rail corridor.
