Governor Arnold Schwarzenegger, through his California Regional Blueprint Planning Program, has awarded $200,000 to SANDAG to continue efforts to implement the agency’s innovative Regional Comprehensive Plan (RCP).

SANDAG received an initial $409,750 grant in 2006 that has supported implementation of the iPLACE3S urban simulation planning tool at SANDAG, initial coordination work with local, state, and regional agencies on implementation of the RCP Integrated Regional Infrastructure Strategy (IRIS), and participation in a multi-county planning program for goods movement in Southern California.

The additional funding will support efforts to complete the Smart Growth Urban Design Guidelines, which will provide guidance to local governments, planners, developers, and others in further defining the land use and transportation design characteristics of smart growth as set forth in the RCP. SANDAG also will continue to implement the iPLACE3S urban simulation planning tool for use in transportation, land use, energy, and air quality analysis, and for facilitating community input on planning issues.
 
“The California Regional Blueprint Planning Program is a complement to the Governor’s Strategic Growth Plan to significantly improve the transportation system throughout California,” said Caltrans Director Will Kempton in a letter announcing the grant funding. “Regional Blueprint Planning should advance regional collaboration and comprehensive planning in the State’s high-growth areas; foster a more efficient land use pattern that supports improved mobility and accommodates an adequate supply of housing for all incomes; and reduce impacts on valuable habitat and farmland while creating vibrant, healthy neighborhoods.”

The RCP is the strategic planning blueprint for the San Diego region. It provides a context in which local and regional decisions can be made that foster a healthy environment, a vibrant economy, and a high quality of life for all residents. In doing so, the RCP balances regional population, housing, and employment growth with habitat preservation, agriculture, open space, and infrastructure needs. The intended result is a sustainable future — one with more choices and opportunities for all residents.
